"well i found this _¢‚Ǩ_ìWhere an officer has reasonable grounds for believing that a motor vehicle is being used in a manner which contravenes Road Traffic Act Section 3 (Careless Driving) OR Section 34 (Driving elsewhere than on a road) AND also the manner of use of the vehicle is causing or has been causing or is likely to cause alarm distress or annoyance to members of the public_¢‚Ǩ¬ù In a nutshell if a police officer believes you to be using your vehicle _¢‚Ǩ_ìin manner causing alarm distress or annoyance_¢‚Ǩ¬ù he or she can then issue you with a written warning which is valid for 12 months. If you are seen to be repeating the offence (I_¢‚Ǩ‚Ñ¢ll call it that for now) having already recieved a written warning then you car can be siezed there and then. well if i get one of these oh well doesnt look so bad unless i get a 2nd however if i do wont go to clifton no more have to find something else to do on a thurs guys n girls"

A section 59 is just a warning. We don't know why they were taking reg numbers down.. Its the end of the month so I suppose they need to do something right. A lot of people at clifton seemed to know what to expect hence a few of them driving away when told to stop.
